Headquartered in Bethesda, Maryland, RRC works with the other ROSS Companies’ affiliates to renovate and reposition multifamily assets to new levels of excellence. RRC’s areas of expertise include pre-construction, renovation and construction management services.
RRC has extensive renovation and construction experience – focused solely on the renovation of multifamily communities, which provides a significant and necessary contribution to the overall success of the repositioning and improvement of each community. With a team whose passion is for renovation work, they provide a distinct and important advantage with the coordination and management of complex issues involved with renovating a multifamily community. RRC’s attention to detail also ensures minimal disruption or inconvenience to residents during a renovation project.
The RRC team provides vital construction support services to the ROSS Companies team. RRC assists with all essential parts of the initial planning of a renovation project: required projected cost estimates and incorporating value-engineering suggestions that are a part of the renovation process. Further, the company incorporates and coordinates all required disciplines as necessary for the construction process of each project – including: architectural, mechanical, electrical, plumbing, structural, and environmental analysis and design.
By working in a collaborative manner with Realty Management Services, Inc. (RMS) and ROSS Development and Investment (RDI), the property management and development and investment affiliates of the ROSS Companies, communities are revitalized and re-created with the utmost care and attention to detail. Scott J. Ross, Chairman
For more than 40 years, Scott has managed many aspects of the real estate profession including architecture, city planning, urban design, finance, construction, development and ownership.
Prior to establishing ROSS Development & Investment in 1983, he was a Senior Officer of Donohoe Construction Co., Inc. and Sigal Construction/Sigal Development and an Associate Development Director for The Rouse Company. His responsibilities have included the sourcing, development, construction, financing and management of over 1,000,000 square feet of office, hotel, apartment and townhouse properties. He was an officer of Maryland National Bank in its real estate lending division and a corporate officer for both secured and unsecured lending activities, totaling over a billion dollars of debt issuances.
His education includes a Bachelor of Architecture degree from Pratt Institute, a Master’s Degree in City Planning and Urban Planning from the Harvard University Graduate School of Design and a Master’s Degree in Business Administration from Johns Hopkins University.
Scott has completed other real estate course work and has been an instructor in real estate-related subjects. He is also a member of the Urban Land Institute and a past president of the Washington Real Estate Group.
Ken Rehfuss, President
Ken brings 30 years of experience in renovation and construction projects and services to RRC. Ken served as Vice President and Director of Renovations for Bozzuto Construction for three years, where he renovated existing apartments. He also served as Project Executive for Clark Realty Builders, where he provided construction management services for large high-rise apartment communities. Earlier in his career, Ken worked as VP of Operations and President of two construction companies in Kentucky, producing yearly construction services valued from $12 to $100 million. Under his leadership, these companies produced single-family homes in two markets and received national recognition for excellent construction practices and customer service.
Ken has a Bachelor’s Degree in Finance from The University of Kentucky.
John Rutt, CEO
For the last 35 years, John Rutt has supervised all aspects of the renovation process of more than 12,000 apartment units at RR Renovation & Construction, LLC. His renovation and construction experience includes luxury condo conversions and hotels, as well as high-rise and garden apartment communities.
John is the former Regional Construction Manager for First Winthrop, where he was responsible for communities in Maryland, Virginia, Maine, North Carolina and other East Coast locations. In addition, he was head superintendent with Nordheimer Brothers, a multifamily acquisition and condominium conversion company based in Washington, DC.
